Requires the Office to develop guidelines for wristband distribution, create educational materials for patients and healthcare providers, and maintain a list of approved vendors for purchasing the wristbands (costing $0.50-$1.00 each)

Allows hospitals and federally qualified health centers to voluntarily opt into the program to help reduce maternal mortality and morbidity related to preeclampsia, which affects 1 in 25 pregnancies nationwide

Mandates annual reporting to the Governor and Legislature on program participation by county, number of participating facilities, and the program's impact on maternal mortality rates

Aims to address preeclampsia-related maternal deaths, noting that over 80% of maternal deaths in New Jersey are considered preventable and early identification can reduce adverse maternal outcomes from 10.1% to 4.6%
