Establishes the NJ FamilyCare Stabilization Fund as a nonlapsing, revolving fund in the Department of the Treasury to protect Medicaid and Children's Health Insurance Program services from federal funding cuts

Appropriates 5% of the State's unreserved-undesignated General Fund balance annually to the fund, estimated at approximately $335 million in FY 2026 based on the $6.7 billion fund balance

Allows disbursement from the fund only when federal reimbursements for NJ FamilyCare are anticipated to decrease by 15% or more compared to the previous fiscal year, with a cap of 60% of the fund balance per fiscal year

Requires annual reporting by the State Treasurer on fund status and by the Department of Human Services on expenditures and justifications for maintaining NJ FamilyCare services

Responds to the federal "One Big Beautiful Bill Act" adopted July 4, 2025, which is projected to significantly reduce federal Medicaid funding to New Jersey
