Creates a State Medical Relief Program to provide limited medical benefits to NJ FamilyCare enrollees who lose coverage due to the federal "One Big Beautiful Bill Act" provisions on work requirements, more frequent eligibility redeterminations, or immigrant eligibility restrictions

Covers outpatient services only: hospital emergency room visits, physician services, prescription drugs, and behavioral health services, with benefits loaded onto an electronic benefits transfer (EBT) card in equal annual allotments to all eligible individuals

Automatically enrolls individuals losing NJ FamilyCare coverage on a provisional basis unless they opt out, with full benefits available for up to 6 months while their application is processed

Requires participating healthcare providers to accept EBT card payments and charge NJ FamilyCare reimbursement rates; individuals who exhaust their annual benefits may continue self-paying at those same rates

Appropriates $650 million from the General Fund to the newly established New Jersey Medical Relief Fund, plus any State funds that would have been spent on NJ FamilyCare for these enrollees; takes effect October 1, 2026
