Codifies NJ FamilyCare and Medicaid program income/asset eligibility standards, benefit levels, and categories of qualified applicants as they existed on January 19, 2025

Prohibits the Commissioner of Human Services from reducing or eliminating eligibility standards or benefits without explicit legislative authorization through enacted legislation

Applies protections to both the State Medicaid program and the Children's Health Insurance Program components of NJ FamilyCare

Conditions these requirements on continued receipt of federal financial participation under the federal Medicaid and CHIP programs

Requires the Commissioner of Human Services to adopt rules and regulations necessary to implement the act, which takes effect immediately
