Increases the presumed "cost of doing business" markup for cigarette retailers from 8% to 16% of the basic cost of cigarettes under the Unfair Cigarette Sales Act of 1952

Applies the same 16% increase for retailers who receive both retailer and wholesaler discounts on their cigarette purchases

Retailers may still file proof with the director to establish a different (lesser or higher) cost of doing business than the presumed rate

Takes effect on the first day of the third month following enactment

Sponsors justify the increase as modernizing the calculation to reflect inflation and higher labor and overhead expenses since 1952
