Designates basic life support (BLS) services as an essential service in New Jersey, requiring every municipality to provide BLS and ambulance services to meet population needs

Municipalities may fulfill this requirement through multiple methods: licensing/franchising private companies, contracting with public/private/nonprofit entities, entering mutual aid agreements with other municipalities, partnering with hospitals, or providing services through fire departments or emergency medical services

Amends existing law to explicitly include basic life support services in mutual aid agreement provisions between municipalities, allowing for cost-sharing arrangements and reimbursement for equipment damage or member injuries

Clarifies that Level 1 trauma center hospitals retain right of first refusal to provide both advanced and basic life support services in their municipality, unless the municipality already provides BLS as a municipal service or through a shared services agreement

Takes effect on the first day of the seventh month following enactment
