Amends municipal budget law to exclude salaries and wages for emergency response personnel from the 2.5% annual appropriation cap that normally limits municipal budget increases

Defines emergency response personnel as police officers, firefighters, paramedics, and members of ambulance teams, rescue squads, or mobile intensive care units

Adds this exemption to the existing list of approximately 40 exceptions already permitted under the appropriations cap law (N.J.S.A. 40A:4-45.3)

Applies to all municipal budgets adopted after the bill's effective date, allowing municipalities to increase emergency personnel compensation without counting toward their spending limit
