Prohibits persons engaged in "prohibited activities in Nigeria" from contracting with State agencies, receiving economic development subsidies over $25,000, obtaining property tax abatements, receiving tax clearance certificates, or being designated as redevelopers under New Jersey law

Defines "prohibited activities" as having Nigerian government equity ownership, conducting business operations with Nigeria, being headquartered in Nigeria, or supporting/facilitating Nigeria's support of Islamic terror groups that persecute Christians

Requires the Department of the Treasury to develop and maintain a public list of persons engaged in prohibited activities, with updates at least every six months, and provide notice and opportunity to respond before listing

Imposes civil penalties of $1,000,000 or twice the bid/application amount (whichever is greater) for false certifications, plus contract termination and three-year ineligibility for listed activities

Mandates divestment of State pension and annuity fund assets from listed companies within one year, and prohibits State agencies, school boards, and colleges from banking with or holding investments in listed financial institutions
