Prohibits governments of China, Russia, Iran, and North Korea—and their affiliated persons and entities—from acquiring any interest in real property in New Jersey, including agricultural land, commercial property, residential property, water rights, and mineral rights

Requires foreign governments and persons from these countries who currently own New Jersey real property to sell or divest their holdings within five years of the law's effective date

Defines "person of an adverse foreign country" to include non-citizen residents of these countries, entities created under their laws, and U.S. entities where 10% or more is owned or controlled by these foreign interests

Allows limited exceptions for property acquired through debt collection, foreclosure, devise, or descent, but requires sale within two years to a non-prohibited buyer

Authorizes the Attorney General to bring civil actions with penalties up to $250,000 or 50% of the property's market value, whichever is greater
