Raises the income eligibility threshold for the Community College Opportunity Grant Program from $65,000 to $100,000 in annual adjusted gross income, with the Higher Education Student Assistance Authority permitted to establish additional tiers above that limit

Codifies the Garden State Guarantee Program to provide last-dollar financial aid grants covering net tuition and fees for students in their third and fourth year at New Jersey four-year public institutions of higher education

Requires Garden State Guarantee recipients to be enrolled in at least 12 credits, have an annual adjusted gross income between $0 and $100,000, maintain good academic standing, and apply for all other available federal, State, and institutional financial aid

Limits Garden State Guarantee grants to up to four semesters and up to 18 credits per fall or spring semester, with maximum individual grant amounts capped at a 3% annual increase per institution

Applies to both New Jersey residents and undocumented students eligible for State financial aid under existing law, taking effect for the first full academic year following enactment
