Amends N.J.S.2C:52-14 to prevent denial of expungement applications when charges were dismissed and the case is the subject of pending civil litigation against the State or a government entity

Currently, expungement petitions must be denied if the arrest or conviction is involved in ongoing civil litigation between the petitioner and the State or its agencies

The new exception applies specifically to expungements under N.J.S.2C:52-6, which covers arrests or charges that did not result in a conviction (dismissal-based expungements)

Expunged records would still remain accessible for good cause shown, even after expungement is granted

The bill takes effect immediately upon enactment
