Establishes the New Jersey Center for Black Excellence in Health at Rutgers University to facilitate public health programs benefiting Black communities and people of color, research evidence-based health care models, and promote culturally congruent care

Creates a 12-member steering committee co-chaired by the Rutgers University President and Commissioner of Health, including representatives from state departments, hospital and business associations, NAACP New Jersey, and health equity advocacy organizations

Steering committee members serve in an advisory capacity without compensation but may receive reimbursement for necessary expenses

Authorizes the center to apply for and accept federal grants, private foundation funding, and other funding sources to support operations

Permits Rutgers University to enter into contracts with public or private entities and hire additional staff to advance the center's purposes
