Extends the Municipal Stabilization and Recovery Act from 109 months to 181 months (approximately 15 years total) for municipalities deemed in need of stabilization and recovery

Changes the required recovery plan duration from 9 years to 15 years for affected municipalities

Extends the deadline for the director's final report to the Governor and Legislature from the 10th year to the 16th year following a municipality's stabilization determination

Grants the director enhanced authority over municipal redevelopment processes, including facilitating planning and zoning board reorganization and appointing master developers, notwithstanding certain Casino Reinvestment Development Authority provisions

Takes effect immediately and applies retroactively to December 1, 2025, with any municipal actions during the retroactive period subject to review by the Director of the Division of Local Government Services
