Exempts from New Jersey's certificate of need requirement a 25 percent increase in intermediate or intensive bassinets at health care facilities providing inpatient maternity services

Exempts increases in neonatal care designation levels for facilities, except for those designated as regional perinatal centers or facilities seeking to reduce their designation

Specifically exempts upgrades from "community perinatal center-basic" to "community perinatal center - intermediate" designation from the certificate of need process

Allows facilities to increase total bassinets by up to 25 percent of their licensed capacity as of the act's effective date, but this one-time increase must occur before December 31, 2026

Requires the Department of Health to issue a certificate of need call within 180 days for "community perinatal center - intensive" designation and intensive bassinet additions
