Prohibits the New Jersey Board of Public Utilities from retiring any electric generation facility connected to the state's grid unless replacement facilities using renewable energy sources have been identified

Replacement facilities must produce enough electricity to meet the demand of the retired facility and become operational in a timely manner to minimize gaps in generation service

Defines renewable energy sources to include thermal, wind, hydropower, and nuclear power

Exempts facilities that are no longer functional or operating in an unsafe or unlawful manner threatening public health and safety from the replacement requirement

Applies to all electric generation facilities in New Jersey connected to the electric grid serving the state
