Establishes fixed minimum annual appropriations from hotel and motel occupancy fees starting in Fiscal Year 2027: at least $31,900,000 for the New Jersey State Council on the Arts, $17,600,000 for the Division of Travel and Tourism, $5,500,000 for the New Jersey Historical Commission, and $720,000 for the New Jersey Cultural Trust

Removes percentage-based allocation formulas for Fiscal Year 2027 and beyond, replacing them with floor amounts that must be met regardless of total fee revenue collected

Updates the "poison pill" enforcement mechanism to reference the new minimum appropriation requirements, which triggers automatic suspension of the hotel/motel occupancy fee if the annual budget fails to meet the specified minimums

Maintains existing percentage allocations and minimum amounts for Fiscal Years 2005 through 2026, preserving current funding levels during the transition period
