Establishes the Department of Energy as a new principal department in the Executive Branch, headed by a Commissioner of Energy appointed by the Governor with Senate confirmation

Transfers energy policy functions from the Board of Public Utilities to the new department, including the Division of Energy Planning and Conservation, Office of Business Ombudsman, electric vehicle incentive programs, and clean energy programs

Authorizes the department to develop statewide energy policies, support clean energy and energy efficiency programs, investigate matters before the Board of Public Utilities, and advocate for the department's positions in utility regulatory proceedings

Renames the "BPU Business Ombudsman" to the "Energy Business Ombudsman" and transfers it to the new department to assist businesses with energy costs, programs, and third-party energy supplier options

Requires the Commissioner of Energy to develop a transfer schedule in consultation with the BPU President for orderly transition of programs, staff, facilities, and resources to the new department
