Mandates that all New Jersey public entities include project labor agreements (PLAs) in public works projects costing $3 million or more, changing from the current discretionary approach

Lowers the threshold for PLA consideration from $5 million to $3 million for construction, reconstruction, demolition, or renovation projects subject to prevailing wage requirements

Applies to the State, counties, municipalities, school districts, legislative authorities, and all instrumentalities or agencies of state and local government

Requires that project labor agreements promote labor stability, cost efficiency, skilled workforce utilization, quality, safety, timeliness, and local resident employment for political subdivisions

Allows bidders who refuse to abide by PLA conditions to be deemed non-responsible bidders, and permits the Commissioner of Labor to review and provide advisory statements on finalized agreements within 30 days
