Requires the State Agriculture Development Committee and Department of Agriculture to develop the program, with administration handled by county boards and potential organization by certified non-profit agencies

Mandates that boards establish fee schedules sufficient to recover all implementation costs, with fees adjusted annually based on Consumer Price Index changes and excess revenue deposited into the Preserve New Jersey Farmland Preservation Fund

Provides first-year startup funding through grants from the Preserve New Jersey Farmland Preservation Fund, after which programs must be self-sustaining through collected fees

Authorizes boards to establish prioritization systems for new and beginning farmers or those with demonstrated financial need when distributing agricultural supplies
