Establishes a voluntary "Gluten-free Certification Program" administered by the Division of Consumer Affairs in consultation with the Commissioner of Health for restaurants that are entirely gluten-free or offer gluten-free options with cross-contamination prevention measures

Requires the Division to create application procedures, conduct annual reviews of certified restaurants, impose fees including re-certification fees, and publish a list of certified restaurants on its website

Prohibits restaurants from advertising or claiming gluten-free certification without being certified by the Division

Imposes a written warning for first-time violations and a $1,000 civil penalty for second or subsequent offenses of falsely claiming certification

Takes effect on the first day of the seventh month following enactment
