Creates a three-year pilot program allowing nonpublic schools in first-class counties with populations over 950,000 (Bergen County) to form a nonprofit consortium for providing nursing services to students.

Requires boards of education to disburse nonpublic nursing services aid directly to the county consortium instead of retaining it, with the consortium responsible for providing all required nursing services to participating schools.

Mandates annual independent audits of the pilot program, with reports submitted to the Commissioner of Education by October 1 and transmitted to the Governor and Legislature.

Requires the Commissioner of Education to submit a recommendation to the Governor and Legislature after two years on whether to continue and expand the program statewide.

Obligates the consortium to refund any unexpended State aid to boards of education by December 1 following each school year if nursing service expenditures fall below the disbursed amount.
