Requires facilities involved in production, handling, packaging, or transport of plastic pellets (also called "nurdles") to develop and submit a spill prevention and response plan to the Department of Environmental Protection within one year of the act's effective date

Plans must detail how the facility handles plastic pellets, prevention measures to reduce spills into water and soil, and response procedures for spill incidents

Department must approve, conditionally approve, or disapprove submitted plans within 90 days; disapproved facilities have 30 days to submit revised plans

Facilities must report plastic pellet spill incidents to the department within 48 hours and maintain records of all spill incidents available upon request

Facilities must submit biannual reports to the Governor and Legislature summarizing the effectiveness of their spill prevention plans, beginning two years after plan approval
