Establishes an Advanced Nuclear Energy Certificate (ANEC) program through the Board of Public Utilities to support construction of at least 1,100 megawatts of advanced nuclear reactor capacity in New Jersey

Creates an Advanced Nuclear Development Charge (ANDC) on all electric utility customers to fund up to 5% of verified construction costs for qualified nuclear projects, with cost-sharing provisions for cost overruns up to 20% above estimates

Requires the BPU to issue a request for expressions of interest within 270 days of enactment and evaluate proposals based on licensing plans, cost estimates, financing structures, and ratepayer impact

Mandates qualified projects return revenues from energy, capacity, and ancillary service sales in PJM wholesale markets to New Jersey ratepayers during the ANEC term

Removes existing prohibition on nuclear facility construction in the Coastal Area Facility Review Act that required state approval of radioactive waste disposal methods before project approval
