Charges the commission with developing a comprehensive master plan to address Alzheimer's disease and related dementias, covering healthcare quality, caregiver support, public education, sustainable funding, and community-based living options

Requires the master plan to include measures for affordable housing, prevention of financial and physical abuse, poverty reduction programs, and benchmarks to measure progress toward goals

Mandates submission of the master plan to the Governor and Legislature within two years of appointing a majority of public members

Commission expires 60 days after submitting the required report; members serve without compensation but receive reimbursement for necessary expenses
