Directs the New Jersey Motor Vehicle Commission to issue accessory license plates to passenger automobile owners whose rear license plates are obstructed by rear-mounted attachments such as bicycle racks, luggage carriers, or cargo carriers

Accessory plates must display the same registration number as the vehicle's rear plate, be marked "Accessory Use Only," and be securely affixed to the rear-mounted attachment in a manner prescribed by the Chief Administrator

Applicants must pay a one-time fee not exceeding administrative costs and provide proof of valid, unexpired vehicle registration to obtain an accessory plate

Owners must return accessory plates to the commission if the vehicle registration expires, is suspended or revoked, the vehicle is sold or transferred, or the rear-mounted attachment is no longer in use

Knowingly misusing an accessory license plate carries a fine of $250 to $500 per offense, and the commission may revoke the plate and deny future issuance for misuse
