Expands eligibility for New Jersey Transportation Research Bureau contracts to include private research institutions of higher education and other entities, in addition to the currently eligible public research institutions

Requires the bureau to determine whether awarding contracts to public or private institutions or other entities is in the public interest

Removes the requirement that the bureau manager make a written determination justifying additional competition before allowing non-public institutions to bid on contracts

Expands the definition of "entities" beyond just non-profit organizations, while continuing to exclude municipal planning organizations and their related entities from eligibility

Adds a duty for the bureau manager to establish and maintain relationships with private research institutions and other entities in addition to public institutions
