Reduces public member positions on the New Jersey State Board of Cosmetology and Hairstyling from three to two members

Replaces the single licensed teacher position with two new positions: one representative from public school vocational programs in cosmetology approved by the State Board of Education and one representative from licensed private schools of cosmetology and hairstyling

Broadens eligibility for the six practicing license holder positions to include anyone licensed by the board in any profession, rather than specifically cosmetologist-hairstylists, beauticians, and barbers

Maintains the existing requirements for two hair braiding shop owners/operators and one State executive department member on the 13-member board
