Commissioner of Children and Families must appoint a State Human Trafficking and Child Sexual Exploitation Prevention Coordinator qualified by training and experience to develop training programs, coordinate existing state services, and identify service gaps for youth survivors

The coordinator will collect and maintain information on available services across the state and manage a resource list on the Department of Children and Families website

Establishes a competitive grant program administered by the coordinator to provide trauma-informed, culturally specific services to youth survivors aged 16-25, available to community-based agencies, law enforcement organizations, victim's assistance organizations, and healthcare facilities

State departments, offices, divisions, and agencies must cooperate with and provide data to the coordinator upon request to support their duties

Coordinator must submit annual reports to the Governor and Legislature beginning 12 months after the grant program is established, detailing grant applicants, award amounts, and program recommendations
