Temporary or substitute teachers who hold an instructional, administrative, or educational services certificate and have at least 12 months of continuous service would become eligible to enroll in the Teachers' Pension and Annuity Fund (TPAF)

Current law generally excludes substitute teachers from TPAF membership, though they may purchase service credit retroactively if they later become permanent teachers in a TPAF-eligible position

Substitute teachers with at least 12 months of continuous service are currently enrolled in the Public Employees' Retirement System (PERS) rather than TPAF

Enrollment in TPAF would provide eligible substitute teachers access to pension benefits and death benefits through the teachers' retirement system

The bill takes effect immediately upon enactment
