Currently, only children of teaching staff members (those holding valid state certifications) can be enrolled tuition-free; this change would extend the benefit to non-certified employees such as custodians, administrative staff, and bus drivers

Updates the definition of "resident enrollment" for State school aid calculations to include nonresident children of all school district employees enrolled tuition-free, ensuring districts receive state funding for these students

Takes effect immediately upon enactment
