Establishes the "New Jersey Gold Star Family Annuity Program" in the Department of Military and Veterans Affairs to provide annual payments to surviving family members of U.S. Armed Forces or National Guard members who died while on active duty

Provides an annual annuity of $600 paid on January 1 each year, with annual cost-of-living adjustments beginning two years after enactment ranging from 1% to 4% based on federal VA benefit increases

Defines eligible "Gold Star family members" as New Jersey residents who are surviving spouses, domestic partners, civil union partners, parents, siblings, children, legal guardians, or custodians of deceased service members

Requires applicants to submit proof of their relationship to the deceased service member, documentation of the service member's death on active duty, and annual proof of New Jersey residency to maintain benefits

Allows the Adjutant General and Deputy Commissioner of Veterans Services to solicit donations and grants to fund the program, and remarriage does not disqualify otherwise eligible recipients
