Requires applicants to attest that no party involved in the real estate transaction entered into agreements concealing development plans from public review

Declares any such concealment agreements against public policy and unenforceable

Bars approving authorities from granting site plan, subdivision, or other required approvals if the applicant violates these disclosure requirements
