Requires the Commissioner of Transportation to establish operational requirements for on-demand micro transit programs (technology-enabled, shared transportation via mobile app or phone) throughout New Jersey

Mandates that on-demand micro transit drivers hold valid commercial driver licenses and receive wages, benefits, and working conditions equal to other drivers employed by the same entity

Requires programs to create additional transit service to "transit deserts" (areas with limited public transportation access) rather than replacing existing transit services

Establishes a three-member Micro Transit Oversight Committee within NJ Transit, comprised of a corporation representative, a General Assembly member, and a labor organization representative, each serving one-year terms

Prohibits any entity from operating on-demand micro transit services until the Oversight Committee certifies the program meets all requirements, including protections ensuring existing employees are not adversely affected
