Establishes a Natural Gas Development Charge (NGDC), a non-bypassable charge on all electric utility customers, to fund up to 5% of verified construction costs for qualified projects

Creates a Natural Gas Energy Certificate (NGEC) program requiring electric power suppliers and basic generation service providers to purchase certificates representing energy from qualified natural gas plants

Limits ratepayer exposure by capping NGDC funding at 5% of construction costs, requiring cost-sharing structures for cost overruns up to 20%, and mandating that revenues from energy sales in PJM markets be returned to New Jersey ratepayers
