Requires all professional nursing education programs in New Jersey to include curriculum on inflammatory breast cancer (IBC), defined as invasive breast cancer that blocks lymph vessels in the skin

Mandates that the IBC curriculum be developed in consultation with experts on the study, diagnosis, and treatment of inflammatory breast cancer

Takes effect on the first day of the 12th month following enactment, allowing the Commissioner and Board of Nursing to take anticipatory administrative action before that date

Addresses a rare cancer form that often lacks typical symptoms like lumps or mammogram visibility, disproportionately affects Black women and women under 40, and spreads more quickly than common breast cancers
