Removes the requirement from New Jersey's Fiscal Year 2026 appropriations act that mandated the State Health Benefits Plan Design Committee (SHBPDC) achieve $100 million in cost savings during the first six months of Plan Year 2026.

Eliminates the multi-step process that required labor and administration representatives to submit cost savings proposals to the plan actuary by specified deadlines (July 31, 2025, September 30, 2025) with mediation procedures if agreement was not reached.

Deletes provisions that would have required the Legislature to revise the statutory framework by December 1, 2025, or trigger a three-person committee selection process to achieve mandated savings by December 15, 2025.

Applies to both Direct State Services and Grants-in-Aid appropriations under the Interdepartmental Accounts Employee Benefits program classification.

Sponsored by Assemblyman Anthony S. Verrelli (District 15) and Senators Nicholas P. Scutari (District 22) and Linda R. Greenstein (District 14), with the bill taking effect immediately upon enactment.
