Amends P.L.2017, c.324 to add new definitions for waterfront industry terms including "director," "officer," "owner," "partner," and "telecommunications system controller" to clarify licensing requirements for stevedores

Expands the definition of "hiring agent" to include any natural person authorized under law to designate or select longshoremen for employment on behalf of carriers, stevedores, or other employers of longshoremen

Defines "telecommunications system controller" as a person selected by a joint board of the New York Shipping Association and International Longshoremen's Association who operates the Labor Hiring System (LHS)

Modifies fingerprinting requirements by removing the catch-all category of "any other category of applicant or renewal applicant for registration or licensing" while maintaining specific fingerprinting requirements for longshoremen, checkers, telecommunications system controllers, pier superintendents, hiring agents, stevedores, and port watchmen

Distinguishes between individual "stevedore" and "corporate stevedore" to clarify licensing requirements based on entity type
