Authorizes the merger of New Jersey City University (NJCU) with Kean University, with NJCU ceasing to exist as a separate entity and becoming an additional Kean University campus in Jersey City

Transfers all NJCU assets, property, employees, appropriations, grants, and debt obligations (exceeding $150 million in long-term debt) to Kean University upon completion of the merger

Appropriates $25 million from the General Fund to Kean University to support the merger implementation

NJCU employees become new Kean University employees, retaining tenure rights and pension/retirement benefits, but existing collective bargaining agreements with NJCU are deemed expired upon merger

Reduces the number of State colleges from six to five and updates the New Jersey Association of State Colleges and Universities membership from seven to six institutions
