Authorizes New Jersey political subdivisions and their agencies to purchase accumulated unused sick leave from officers and employees at up to 60% of the dollar value based on the employee's pensionable compensation

Limits sick leave purchases to no more than 120 hours per employee per year, and employees must retain at least 800 hours of accumulated sick leave after any purchase

Applies to entities that have or have not adopted Title 11A civil service provisions, with purchases taking effect upon expiration of existing collective bargaining agreements

Makes sick leave purchase decisions solely discretionary by the employer and explicitly exempts them from collective bargaining negotiations

Prohibits local units from adopting special emergency appropriation ordinances to fund the purchase of accumulated unused sick leave prior to an employee's layoff or retirement
