Requires recall petition circulators to take an oath by affidavit before an officer duly qualified under New Jersey law to administer oaths, such as a notary public

Each completed page of a recall petition must now include the printed name and signature of the officer who administered the oath to the circulator

Aligns recall petition requirements with existing requirements for candidate nomination petitions, which already require oaths before qualified officers

Circulators must still meet existing requirements: be at least 18 years old, a New Jersey resident, a U.S. citizen, and not otherwise disqualified under the state constitution (registration to vote not required)

Stated purpose is to protect against petition fraud in the recall election process
