Authorizes the New Jersey Motor Vehicle Commission to issue special 25th anniversary of 9/11 license plates with designs and slogans honoring victims and heroes of the September 11th terrorist attacks

Requires a $50 initial application fee plus a $10 annual renewal fee, with proceeds deposited into a "25th Anniversary of 9/11 License Plate Fund" to support organizations helping 9/11 victims and families

Prohibits use of state or public funds for initial program costs; requires the selected 9/11 organization to contribute up to $25,000 in non-public funds to offset startup expenses

Program cannot begin until at least 500 completed applications are submitted and sufficient private funding is provided to cover initial costs

Bill expires if funding and application requirements are not met within 12 months of enactment; chief administrator may discontinue the program if average plate costs exceed $50 for two consecutive years
