Creates a new category called "electric motorized bicycle" for two-wheeled vehicles with motors exceeding 750 watts or capable of speeds greater than 28 mph, which will be regulated as motorcycles

Expands the definition of "motorized bicycle" to include electric motors with various speed thresholds (15-28 mph) depending on whether they use pedal-assist or throttle operation

Requires law enforcement to report accidents involving low-speed electric bicycles and motorized bicycles to both the Motor Vehicle Commission and the Department of Transportation

Prohibits tampering with or modifying low-speed electric bicycles to change motor-powered speed capability or engagement, removing the previous exception for relabeling modified vehicles
