Mandates daily cleanup of all generated waste before leaving the worksite and prohibits discharging pollutants into public streets, storm drains, or waterways

Requires contractors to prepare and distribute educational materials to employees and subcontractors explaining compliance requirements, health risks, and proper device setup

Establishes a tiered penalty system: warning citation for first violation, up to $1,000 fine for second violation, and up to $5,000 for each subsequent violation, with each day of ongoing violation counting as a separate offense

Takes effect 90 days after enactment and applies to all construction permits issued on or after that date, with the Department of Community Affairs authorized to conduct worksite inspections
