Officially designates all open water lifeguards employed in New Jersey as "first responders" and "emergency response providers"

Establishes the legislation as the "Open Water Lifeguard Act"

Recognizes that open water lifeguards perform emergency duties including responding to victims, treating victims, assisting victims, and transporting victims

Acknowledges that many open water lifeguards are cross-trained in emergency medical response, marine fire safety, law enforcement support, and water rescue craft operations

Takes effect immediately upon enactment
