Prohibits AI providers from designing, developing, marketing, or making available any AI relationship simulation software that imitates or encourages intimate, romantic, or sexual relationships between humans and AI in New Jersey

Exempts AI developed exclusively for legitimate medical purposes (such as treating social anxiety, dementia, or PTSD) under licensed healthcare professional supervision, provided it does not simulate romantic or sexual relationships

Authorizes the Attorney General to investigate violations and assess civil penalties up to $25,000 per violation, with each instance of prohibited activity counting as a separate violation

Creates a private right of action for individuals who suffer emotional, financial, or relational harm to recover damages, including punitive damages and attorney's fees

Makes it a consumer fraud violation for providers to design or market AI relationship simulations with intent to deceive users into believing they are interacting with a human; takes effect 180 days after enactment
