Requires the Board of Public Utilities (BPU) to publish and annually update a list of all state energy-related subsidies, including Class I renewable energy certificates and SREC-IIs, detailing subsidy names, duration, funding sources, recipients, and allocation methods within six months of enactment

Authorizes the BPU and Division of Rate Counsel to require any commercial entity receiving energy-related subsidies to provide financial and operational information about those subsidies at any time

Empowers the BPU to adopt uniform transparency standards for all energy generation systems regardless of fuel type, including requirements for subsidy recipients to publish financial or operational information

Mandates annual reports to the Governor and Legislature listing each subsidized commercial entity, the type and amount of subsidies received, cumulative subsidies to date, power generated, days in operation, and year operations began

Applies only to entities that voluntarily accept state subsidies, allowing energy companies to opt out of disclosure requirements by forgoing public funding
