Designates State Highway Route 10 from milepost 0.0 to milepost 23.51 as the "American Legion Memorial Highway" to honor American Legion members and their service since World War I

Prohibits the use of state or public funds for producing, purchasing, or erecting signs bearing the highway designation

Authorizes the Commissioner of Transportation to accept gifts, grants, or financial assistance from private sources, including non-profit, educational, or charitable entities, to fund the signage

Requires an agreement with a responsible party for all costs associated with producing, purchasing, erecting, and maintaining the signs before any work may proceed
