Amends the Sexual Violence Restorative Justice Pilot Program to allow operation for any duration funding is available, rather than being limited to three years

Shifts program design responsibility to the Division of Violence and Victim Assistance, with implementation conducted by a single contracted organization selected through the request for proposal process (previously required two separate organizations)

Expands program services to victims throughout the entire state, rather than limiting to one northern, one central, and one southern county

Establishes confidentiality protections for all communications during restorative justice interactions, making them privileged and inadmissible in civil, criminal, family court, or administrative proceedings unless waived by the protected party

Creates exceptions to confidentiality when disclosure is necessary to prevent death, serious bodily injury, or commission of a crime, to comply with other laws, or when a judicial body requires a limited status report on interactions
