Establishes the Military-Connected Student Mental Health Grant Program administered by the Department of Education in consultation with the Department of Military and Veterans' Affairs

Awards grants to school districts with high concentrations of military-connected students to expand mental health services, provide outreach, and offer counseling to students whose parents are called to active duty

Defines military-connected students as dependents of members of the U.S. armed forces, National Guard, or any reserve component

Requires grant recipient districts to report on the use of funds within one year, including number of students served and improvements in mental health services, attendance, and school climate

Appropriates $1 million from the General Fund to the Department of Education for the program
