Changes Cannabis Regulatory Commission chair selection from Governor designation to majority vote of commissioners, removes the chair's direct supervisory powers over other members, and increases commissioner salaries to $165,000 for the chair and $160,000 for other members (up from $141,000 and $125,000)

Permits commission members holding local elected office to campaign and fundraise for that office, while prohibiting cannabis business owners from donating to commission members' campaigns

Allows commission members and staff to meet with any person to discuss pending matters at designated locations (removing previous restrictions), with meetings attended by multiple members subject to open public meetings requirements

Directs the Division of State Police to develop an enforcement program against unlicensed cannabis businesses, authorizes closure of violating businesses as public nuisances, and allows seizure of marijuana manufactured or sold illegally

Loosens conflict of interest restrictions for family members of state officers and certain special state employees regarding employment and ownership interests in cannabis businesses, subject to ethics commission approval
